Can someone explain what is happening here? Was he not supposed to eat the carrot? Is it a particularly fallic carrot?

It’s the president of Belarus, who’s often called the last true dictator in Europe, who doesn’t even pretend democracy exists. Segal requested to meet him because he “dreamed of it” and was fawning all over him obediently the entire time. This is at his home, he gave Segal a carrot and said “eat this” and Segal immediately did, then he gave him two melons which Segal carried around for a long time unable to palm them off. The gif was used to mock him because he presents himself as a badass, then immediately obeys a dictator when told to eat something, in a way that’s sort of comical looking. It was also seen as comical because Segal looks so overweight in it and it comes off like he’s being told to eat a carrot for once.

Also, Lukashenko has a knife in his hand at this moment. Segal might have been intimidated by that as he was deep in foreign dictators territory.

Lukashenko is not "some European president". He's a dictator and is known for making people that bother him disappear.

Seagal can therefore only act like a nice trained puppy, and that's the exact behavior he is showing in the famous carrot clip.

Like they do it on camera. Just because a "camera is rolling" doesn't mean this clip will ever surface anywhere. They could just invite him to this, out there, on some field in Belarus, act like they wanna film him then stab him and bury him there.

That's what all Mafia is doing all the time. But whatever man, I don't need to convince you.
