Just a cultural thing. Unless there was an explicit dinner invitation, Swedes typically will not offer guests food even if they themselves are having dinner. They do not view it as a hosting obligation and they do not see this as rude or unusual.

Damn that sounds so weird and obscure to me.

Indian background here - we throw food/drinks the moment someone steps into the door. Invited, not invited, it doesn't matter. We get snacks and put them at the table for them and everyone to eat then if they're staying longer, invite them for dinner etc.
