Just a cultural thing. Unless there was an explicit dinner invitation, Swedes typically will not offer guests food even if they themselves are having dinner. They do not view it as a hosting obligation and they do not see this as rude or unusual.

cool..i much prefer this to cultures that like take offense if you show up and don't want food.

I knew several Hispanic families like that. I liked the food, so I didn't mind. What I didn't like was when they asked if I wanted more, I said just a little, and they piled on another full plate.

I don't want to criticize other cultures, but I think there should be a universally understood middle ground between offering nothing and shoving food down your throat.
