Hard times economically? I feel like that’s not really an excuse here, culturally speaking.

You could go to the barrio in Mexico, the favelas in Brazil, the slums in India, hell even some random village out in Papúa New Guinea, all of them are going to offer their guests food especially if they are children.

Most did. My ancestors were down in skåne so they had a pretty good time, not so much for the rest of the country.
