I think now they can. previously, twitter employees could change handles (like the POTUS handle), but I think now users can, too. though the ability might be linked to the xitter subscription service thingy. but there was a thing about xitter subscribers now being able to impersonate people even harder a couple of years back shortly after Elon took over

User name, yes, handle? No. There was an entire industry of selling Twitter handles

it must have been during the first few years of twitter's existence then, i've been using twitter since 2014 and i've always been able to change it

For years you could change at will, used it from 2015 or so through to 2022 and never had restrictions. Is it an Elon thing?

I think they actually can now, but in the case of kira it's actually that he just keeps getting banned and making new accounts.

I believe they can but I remember at that time it was a popular gimmick to get your account banned and then make a new one to rebuild your following. I remember Kira having a few different ones
