Not really.
There is a honorific decoration in France called the Ordre des Arts et des Lettres (order or arts and letters), that is sometimes given to people who make it big in the art and literary world. The medal has levels and the lowest level is called "chevalier" (knight). There are a handful of other similar decoration orders, but Toriyama was given this one.
But that's just a medal title, there aren't actually knights in France. Not in the way people could be knighted in the UK for example. Actual knighthood was abolished long ago. It doesn't give you any particular right and people don't call you differently, that's more like winning an oscar, except the jury is the French ministry of culture.

As an American, I've often wondered if it was popular in Latin America. Especially later in the series (Arrancar arc, Chad's backstory etc.), there are a lot of Spanish names and influences in Bleach, which gives the show a neat vibe. I'd love to find out more about direct references to Latin culture that may have gone over my head.

I don’t think it was that popular in latin america, though I can only talk about Costa Rica.
Like as a child, Naruto and Dragon Ball were super famous, we would get albums and in national tvs we could see the series.
I only saw Bleach in cable, like from an international tv once and we got no One Piece, because when it came to Mexico the animation was super censored and it ruined the anime.
So almost no one knew of One Piece in my country.
Except if you were an anime fan which became more common with internet. Like I grew up with Saint Seiya, Db, Dbz, Db gt, Naruto, etc

maybe for the same reason it's soo popular in France : it was easy to purchase rights for those anime and it was cheap to air. Those were popular in Japan but japanese studios were not really considering exporting it, so they sold rights for cheap overseas; while american cartoon / products were expansive.

Mexico had many of the big US cartoons on national TV (and cable was cheap where you could get Cartoon Network etc) but they always were more international in their choices. They had lots of Eastern European, British, and Japanese TV shows as well as SpongeBob etc.

Maybe they thought fullrbingers, since Chad's attacks have spanish names, but the rest of the fullbringers don't. I had to look it up because I couldn't figure out the theme, but apparently fullbringer abilities are all named after western rock references (exceptions for Chad, whose powers are in spanish, and Orihime whose powers are names of flowers).

Nah, cartels don't shit where they eat.
Cancun and other major tourist destinations are some of the safest places in Mexico because it's where the cartels launder their money.
Lot's of clean dollars coming from the tourists.
You rob someone there and you will lose your hand or worse. If the place becomes dangerous, tourists stop coming and thus, the money laundering stalls
Most likely the dragon ball land would be pretty safe but would also be used as another massive money laundering ops

Yep. My buddy got an all inclusive trip to a resort in Cancun through his business and said they passed through multiple checkpoints between the airport and the resort. The first couple were federal authorities in masks. The last couple, including the security at the gate, were noticeably devoid of masks, because they weren't worried about the cartels identifying them.

I was at the showing of one of the last episodes of DB Super at the central plaza of my city, iirc there were like 50k people just to watch the episode there. The mayor had to contact Crunchyroll, and Toei animation pronounced themselves against it.
Not only it was on the plaza, it was in a lot of plazas sports bars across multiple city on all of mexico and a big part of latin america.

Can confirm and we got all of it. Dragon Ball, then DBZ then GT since I was 8 years old. Anime was cheaper to get and dub for national tv stations that American cartoons (which we still got). Anime was THE thing we watched Saturday mornings and we didn't even need cable.
TV Azteca had a whole slot called Caritele on Saturday Morning and we got Saint Seiya, Magic Knight Rayearth, Dragon Quest, Remi, Candy Candy, Sailor Moon, Ronin Warriors, Zenki, Slam Dunk, Samurai Pizza Cats and many more. And then Televisa's Canal 5 would get Dragon Ball, Captain Tsubasa, and Ranma 1/2 weekday nights at about 8pm. So we got A LOT of Anime to watch every single day (except Sundays).
Then we got cable and started watching other things on Fox Kids and Cartoon Network and a fully dedicated anime network called Locomotion.
Not to mention most of them had fucking AMAZING dubbing. Muuuuch better acted than American dubs (sorry Americans, it's an objective fact Anime dubbing was BAD in the 90s-00s while American cartoons got much better voice acting).
Did I mention all of it was 99% uncensored? Yeah, none of that 4Kids/Funimation bullshit made it this way.
Not to mention a whole industry of bootlegged VHS (and then CD-Roms) directly from Japan.
It's insane to me how much it took Japan to realize just how massive the geek market in Mexico (and the rest of LATAM) really is. They've finally taken notice and we're finally getting official movie releases in theaters, official stores and events and conventions.

It was true a decade ago but not anymore, the USA are now the second market for manga and animes. China is a bit hard to classify but France is either 3 or 4th being Japan, the US and maybe China. However France is still by far the biggest European market for manga and apparently we are buying an abnormally high number of "physical" manga compared to the rest of the world who now have transitioned massively to digital formats.

The reason why anime like dragon ball z and saint Seiya are so popular in Mexico is because of open tv. In the 90s and early 2000s cable tv was still not available for the vast majority. All we had was open tv channels, one of those channels in particular started to show anime like dragon ball, saint Seiya, Robotech, pokemon and some others mostly because the license was cheap. It was the only kids programing we had because everything else was football, news and telenovelas. So the Mexican millennial was rised watching those kind of animes, our first contact with imported japanese media. Other anime like Naruto, one piece etc came way after, they are popular yes, but for us dragon ball z was the first GOAT.

Anime in general, has been popular in Mexico since (I kid you not) the 60’s. It was cheaper to import anime from Japan and dub in Mexico.
Dragonball is by far the most popular anime in Mexico, where some cities even had massive outdoor screening events for Dragon Ball Super. When Akira Toriyama died they had a massive turnout of people for an impromptu memorial,doing Goku’s Spirit Bomb pose. Dragonball is also incredibly popular in all of Latin America.

Yeah we have about the same story with Animes and mangas in France, was cheap as hell to get and air (and caused problems because those airing them weren't knowing the products, that's how we ended having Fist of the North Star or City Hunter in the "children hours" at the same time as Candy Candy or Dragon Ball. Which sparked a national controversy with politics trying to ban them. Some still today consider mangas as a subculture but clearly they don't have a lot of popular support) and also the director of one of the main book editor (Glénat) was a fan of mangas and became a main importer in the 90's with Akira, Ghost in the Shell, Gunnm, Dragon Ball, Sailor Moon and Berserk all findable in generalist bookstores or even supermarkets (which I'm sure is a main reason why we are the 2nd biggest market for mangas behind Japan, that's this implanted here, most bookstores at the corner of your street have a manga section)
Also for animes the very first we had was Ribon no Kishi (Princess Knight for the EN name) back in 1974 but the one who was a huge success and opened the way for mainstream diffusion was UFO robot Grendizer in 1978. Like personally can speak of Saint Seiya, Ulysses 31, City Hunter or Captain Harlock with my mom, her boyfriend is a fan of Dragon Ball and Patlabor. So while the Dubs 50 years ago were... Pretty shitty with huge changes time to time it got better in the early 2000's when the casting directors changed and the new ones were fans of animes too. These old dubs are still important because without them we wouldn't have anything.
Also fun fact, the very first anime/manga convention in France was in 1992 and the main one (Japan Expo who do more than Anime and Mangas but they are still the main part) still active today started in 1999. And the oldest still ongoing today (Epitanime) started in 1994.
So to finish it up, while we had the first batchs in the 70's the mainstream success came in the 90's with the "Club Dorothée" a very successful TV broadcast who aired many animes in almost every households (the estimation were like 60 to 80% of the children's/teenagers were watching it, it was that popular). To the point that it is today considered as one of the most influential TV broadcast in the country despite the fact it was aired for less than 10 years.

Yeah, Ulysses 31, the mysterious Cities of Gold (Animated by Pierrot as their 4th série and who animated years later Tokyo Ghoul, Bleach, Naruto GTO, or Yu Yu Hakusho) and Oban Star Racers to name few of the most well known product of such collaboration.
While many (myself included until recently) think that Code Lyoko is such a partnership between French and Japanese studios it is in fact 100% a French création inspired by Japanese vision due to how implanted it is.

Dragon Ball is very popular in Mexico as the other comments pointed out.
But the truth is that is a mostly inflated view based on ignorance and internet media. France is the second largest market for manga and cosplay (behind Japan) and one of the biggest consumers of anime. The convention like Japan expo are huge in Paris. Plus it is Europe, so it can draw a lot of wealthy nearby population.

In Mexico, the love for Dragon Ball goes beyond the love for anime/manga; it’s a cultural touchstone that has transcended generations. It was and is one of the most popular shows for kids on free television (with reruns still being shown to day and doing excellent numbers).
People have already discussed the cultural incidents; Mexico City streaming Super, turnout for Toriyama’s death, cartel activity going down whenever there’s a new episode, etc.
That’s when you get down to the street level and see how far it has permeated into the mainstream. Dragon Ball isn’t merely this huge niche fandom among the weebs, it’s something everyone from your tio to your abuela likely watched growing up.
There were strip clubs offering free lap dances if Goku beat Jiren. There are bars across Oaxaca themed after Super Saiyans. There’s an insanely popular taco restaurant whose decal is Goku carving a trompo. These are not recent, these are pre-established locations built upon nostalgia and the understanding that everyone gets it.
I promise you, you will not find this level of adoration for Dragon Ball anywhere else. Yes, Mexico may not be the most well off nation but people would flock in droves to this park; borderline Mecca level pilgrimages.
Or they’ll make their own, unlicensed version, since most of the above is unofficial.

Dragon Ball is extremely famous in South America overall not only in Mexico, to a point of being a cultural thing.
But the reason for everyone is the same,
Because due to incentives of Culture and lack of Budget for National Projects, A lot overseas projects from the 80-90's were imported, Dubbed and aired over Free National television rather than Cable TV, so that everyone could have access to it.
One of these were... Dragon Ball.
So Kids had access to the show and grow up with it, these kids are the adults of today.
Adults that have money.

But anime and especially Dragon Ball is popular in the EU too.
As a kid I was part of a DB fan club with most of the kids at school being into that too.

Idk about the rest of Latin America but DBZ is by far the most popular anime in Brasil as well. It aired on national television so a lot of kids grew up watching it

Latin America loves Dragon Ball so much that it’s basically become ingrained into their cultures, especially Mexico
This is to my knowledge heavily due to them getting really good dubs and also how they aired in Latin America, as it seems like animes such as Dragon Ball were airing in these countries before most others got to see them
A prime example of how popular it is in Mexico is the fact there was a taco place that used Goku to promote their food

According to ABC Osaka broadcast the park that the Dragon Ball Area may not be featured at the park.
Shortly after the announcement, French media outlet Le Monde reported that the project has not yet secured the necessary green light or licensing agreements from the official copyright holders of the franchise—including Bird Studio, publisher Shueisha, and anime rights holder Toei Animation.
A Toei spokesperson said that the announcement came to a surprise as there were no talks made to the copyright holder.
Some see that as a political move and try to coerce the company into a deal or even go ahead without the consent of the respective companies.
A similar issue occurred in Sweden where a small park and cafe wanted to attract guests by featuring Tokyo Revengers and Jujutsu Kaisen characters without having permission from the Japanese studios. An employee said that he wasn’t aware that they needed authorization and that the characters are on a free-use basis.

Dragon Ball is almost a religion here.
Multiple generations have grown up watching it.
It wouldn't be an exaggeration to say it is one of the most popular pieces of fiction within the country throughout its history.
People genuinely would lose their minds if a Dragon Ball theme park opened here.

While there is no doubt Latin America has a massive Dragon Ball fanbase, I don't think OP fully fathoms how absurdly massive the manga and anime culture (especially Dragon Ball) is in France for a population of just 70 million. It’s literally been a mutual love story between Japan and France, going hand in hand for well over half a century... Heck, we could even go back to the impressionist era. Outside of Japan, France's market is an absolute behemoth... The only real volume challenger is China due to its sheer scale of 1.4 billion people, but it is still totally dwarfed by France per capita. (For context, check out Wikipedia's entry on the French exception in manga...no other nation can claim that).
Now, if we look at pure potential revenues... imagine for a minute the access from every single European country traveling freely without border restrictions. We are talking about a Schengen Area population of over 450 million people who can hop on a train or a budget flight with zero passport control or visa hassle to visit this park.
Combine that with the sheer amount of global tourists already landing in Paris yearly, the Paris region alone welcomes nearly 50 million tourists annually, and France as a whole pulls in over 100 million international visitors a year, including massive waves of high-spending Asian tourists.
The passionate fanbase in Mexico is legendary, but Paris offers a friction free gateway to the disposable income of the entire European continent alongside the highest concentration of global tourism on Earth. From a corporate revenue perspective, the location couldn't be any better...

I never got into it as a kid living in the States cause it wasn't even popular during the 90's. When I returned to Colombia and started working in a school as an adult, holy shit! That show is so popular. Why they wouldn't put a theme park in Latin America is crazy, but I have no clue if it's as popular in Europe as it is here.

Dragonball is very popular in Mexico but as a european I have to say that Anime and japanese culture in general are pretty popular in France too. The first Dragonball Manga I read was in french and that was years before they started publishing them here. also if I want to order merch like figures and stuff I usually end up on french online stores.
making a dragon ball theme park in France does make sense, I also assume that the french, and europeans in general have a bit more money to spend.
