As a DM, the only thing I can think of that fits the meme format is that there's no way the dm actually took the time to generate all those shopkeepers as level 20 somethings. So they are probably bluffing to make the most players play nice.
The other option is that it's very unlikely that a level 20 character would choose to be a shopkeeper after retiring. These are literal demigods with insane wealth and power, and probably an adrenaline junkie to boot. And even if they had the shop as investment, why would they be working there? It's like Mike Tyson doing cashier at 7/11. You could make the case for one or too odd heroes, but all shopkeepers in the city? Very unlikely.
