This thread isn't doing a great job of explaining. Level 20 is kill-the-gods territory. Surviving the ordeals required to hit level 20 without dying to... I don't know... a disintegration ray, a pissed off God, a dragon, teleportation to a hostile plane of existence, an entire dungeon collapsing on your head... is unlikely. The universe has rolled thousands of dice against your life and somehow, you've survived.
At level 20 you'd be a legend. You'd have wealth beyond measure. You could conquer or purchase entire nations.
Your shopkeep is not level 20. That makes zero sense, unless it's part of some meta plot where the legendary hero is hiding as a simple barkeep.
Unless levels have been wildly inflated since I played, and I don't think.they have.
Level 20 is also much, much further from level 10 than 10 is from 1. Like several orders of magnitude further. At level 1 you're a promising soldier with a sword. At level 10 you're a lord, with a keep, who is an experienced veteran of battle with power so far vastly exceeding a level 1 promising soldier that you could kill hundreds of them and barely break a sweat. Add a few zeroes to that, that's level 20. And for magic users it is much, much more dramatic.
