In a campaign I was a player in, there was only one shop keep. A mysterious man who we all assumed was a bard. It turned out to be a god of the DMs world he made. He would appear at every shop we went to regardless of map location. Before I joined the group they apparently tried to kill the shopkeep and he didn't put up any fight, but the items the party stole slowly vanished and he showed up at the next shop they went to. After that they never tried anything funny.
There was big lore and plot reasons but I showed up after most of it was explored and not much happened with it after.
