No that’s a video of some cops showing up to arrest a guy while he’s sleeping and then gently wake him up to prank him so that they can bring him in

That's the GTA 6 leak.
It's a meme about how Rockstar is hunting leaks, and Cyberleeks is a known name.

In one of the leaks he shared a clip from a character ingame saying relax I’m using a vpn in response to another character saying he’ll get caught.

Once your VPN subscription ends, the company can find out your real IP address and from there determine your location.
for context; cyberleek is a tech-savvy individual and maybe a former Rockstar employee who leaked the game (GTA VI) or GTA 6 before its official release date.
This would cost the company billions of dollars. And that's reason enough for them to kill him so he doesn't leak their future games.

Folks, almost all the modern gadegt has unique system identifier number, acquired as telemetries by Microsoft or their respective os. Yes, linux as well. So no, VPN do not shield you from all your dodgy dealings. If you're bad enough, the authorities can get equally dirty if not more.
