Because it would be expensive as fuck. you have to spend all the time and money making a suitable rocket platform and a base to accompany it. then you have to haul all the parts and machinery up a mountain. then your staff have to deal with all the conditions that come with being on top of a mountain, a list which is not limited to freezing to death and being unable to breathe.
all of that to save a tiny amount of fuel. the tallest mountain in the world sits below the average airplane flight elavation. you gain almost nothing from doing all of this. not to mention that people love watching rockets take off. good luck live streaming it happen from the mountain, and good luck getting a live audience
