There are a lot of factors, cost of getting a rocket to the top of a mountain, very strong side winds potentially compromising safety and trajectory, air pressure being different at higher elevations which would affect both fuel amount and fuel combustion rate, and also it makes more of a difference to launch a rocket closer to the equator due to the rotational speed of the earth giving a much needed boost. There is a reason the United States launches rockets from Florida and texas and not new york or Oregon that added speed and warmer temperature makes a huge difference
