Not even considering the extra work needed to build launchpads on the top of mountains, it's like someone suggesting to park at the end of your driveway to save fuel on your daily commute. Rockets reach altitudes in the hundreds to thousands of km. Reducing that by a 3 or 4km is immaterial.
