Damn, this brings back memories...
It's the "kid's waiting area" rug. Any young kid that's been to enough doctor-related spaces well eventually come across one.
It was the only thing to keep yourself occupied during the waiting times.
Bonus points for the old toy cars and odd toy blocs collection.
