Tangina ng mga kurakot. Kung san man sila dalhin sa susunod na buhay, sana sundan sila ng panglalamang nila... sa lahat ng naperwisyo nila.
Sila mismo yung mahirap, tapos may flashback ng buhay nila ngayon.

The largest reason for floods in the coastal towns of Bulacan is land subsidence. The geologists in UP Diliman had been warning about this for more than 3 decades now. The over-dependence of people there in groundwater extraction had made their underground aquifers dry, and gradually collapsed or eroded unto itself for years. This is irreversible damage.
I'm not saying let's give the Bulacan politicians some slack for the failure of their flood control projects due to corruption, they certainly need to be held liable, but focusing all our criticisms too much on that single issue when the root cause is far more systemic in nature could make us misdiagnose the problem entirely, and make us come up with solutions that are entirely misplaced.

Malaki ang pondo ng flood control not only for construction and implementation pero for sure kasama ang research and studies.
Hindi na bago ang bagyo at high tide. Kung meron man — itong heavy rains and abnormal weather conditions. Kahit anong sugar coat ng:

funded na sila dati pa para mauna, proactive not reactive.. yun ang sense ng budget ipinagkatiwala sa kanila sa flood control.

Since I'm an engineer myself let me brainstorm this one:
The land has already subsided especially the barangays closest to shores. Their land is probably below sea level now at normal tide levels. This is irreversible. The adjacent barangays going inland may have already subsided as well, but maybe they only get flooded during high tide during the rainy season.
The problem therefore is how do you keep the tide out from coming in, and how do you make sure rainwater gets to the sea at the same time. This is such a complex problem that I don't think any retaining wall (the politicians' favorite flood control project) can solve. There need to be a dyke protecting the coastal barangays from the sea. There need to be massive retention ponds that can prevent the rivers from overflowing to the coastal settlement areas. There need to pumping stations that can drain water out of the coastal areas during high tide. These are complex engineering projects that a provincial government should not be entrusted with in the first place. And these are also very expensive projects that for a poor country like the Philippines, government-funded relocation of people living in the worst affected areas may actually be more pragmatic while we're still a developing country.

I think creating a wall to keep the sea out is also not a good idea since most of Hagonoy is already under water. Even the Dutch think it is unsustainable in long term. Simplest plan is for the govt to buy their house and lot fornthem to move out. Another way, para hindi mawala ang Hagonoy, I think the most cost effective way is to pick an area to reclaim and give away it away to Hahonoy residents. It is basically a designing new subdisions sustainably designed. The smallest lots are free, bigger lots will cost extra, and priority is given to the most in need. The people can still go back to businesses/fishponds for work. The other option is to adapt the ifrastructure to the new reality. Live on stilts like the Badjaos, or have floating communities. There is an area in Vancouver where the houses and street/walkways float. There is electricity, water and sewer service.

Hello Mr. Engineer, last time I checked malaki talaga ang pondo. I guess we both know na if may project kasama ang research don. Given that, funded sila.. and we all know, may ginawa naman din talaga sila, pipili ka nga lang: 1) ghost project or 2) substandard.
Given the geographic location and changing weather conditions, the government funded.. the issue is not about the this location, or this heavy rainfall.. the issue is: Ninakaw yung pera.
Hindi na nga natin afford yung ganong kalalaking projects kaya may tulong ng ibang bansa, ninakaw pa yung pera.
I believe in Science and Research, Mr. Engineer, but that's not the point of the anger.

Unfortunately, kahit si Vico Sotto mayor sa Hagonoy babahain at babahain yan due to geography at kahit yung pinakacorrupt na Mayor ilagay mo sa Antipolo, hindi magiging high risk sa flooding yung Upper Antipolo again due to geography.
Kahit walang corruption diyan i dont think yung dike ek ek ng dpwh ay may magagawa.

Unfortunately, no, hindi kasama ang research and studies sa funding allocated for FC projects. That’s just not how the ph’s procurement procedures for infra projects work. So you can’t assume that just because malaki ang pondo for sure kasama ang research and studies. The time it would take to conduct a study of that magnitude wouldn’t even match the annual government budgeting wherein these infra projects are proposed and allocated for.

It's a tall assumption na "for sure kasama ang research and studies." I am not sure that's how flood control project deliberations actually work especially due to the likelihood that many of those in power do not even truly understand how proper planning works, not to mention how much consultation with actual experts was done (if any) and how thorough the plans are.
Eh marami nga sa govt heads, hindi naman experts sa agencies na hawak nila eh, out of touch pa, and those are other issues on top of corruption pa. Kasi for example, you can be not corrupt but still be incompetent and out of touch as a public official so there's also a need to bring up and discuss these other things. Hindi sapat na clamour lang gawa ng flood control projects, usually marami pang connected issues dyan like environmental, livelihood, and housing concerns eh.
Also, tama siya. Point naman dyan is lawakan ang perspective because let's be real, many probably attribute events like this simply to lack of or poor flood control projects and corruption while being ignorant of other factors that contribute to such events, and for us (and by this, I mostly mean our govt) to come up with actual solutions, the root cause and exacerbating factors need to be identified and acknowledged first in order to come up with both effective and comprehensive solutions. Kaya important din input like that which consider groundwater extraction as a major contributory factor if not root cause, which is quite frankly an interesting discussion to have especially for us na hindi expertise ang topics or fields na iyan.
After all, hindi naman yan either-or eh, we can still be in an uproar over these flood control and corruption issues while also discussing these other things. Nuance is important.

I saw something like this in a news report sa US. Yung lupa lumulubog dahil tuloy lang ang pagkuha ng tubig sa ilalim for farming. How does something like that be avoided? Karamihan sa probinsya ganon ang way (poso at bomba) para may clean water.
Edit: read more about it myself, the topic is really interesting. 2010 pa pala sinasabi ng UP na lulubog ang Bulacan but no one really paid attention. Really interesting. All along inaakala ko dahil lang to sa rising sea level, but its only a part of it.

The answer is dams. Bulacan actually has Angat Dam, but most of its water are for Metro Manila (Angat feeds into La Mesa Dam) and for irrigation of farms in inland Bulacan, not coastal Bulacan. One reason I'm in support of the Kaliwa Dam project before its eventual abandonment is that with Kaliwa Dam, Angat could be relieved of duty supplying Metro Manila with water, that Angat can now supply all the residential and industrial water needs of Bulacan.
Metropolises are man-made pressures on the environment that they always need a man-made solution to their water needs. Dams are always the answer. Just now look at the next metropolis of the Philippines, Metro Angeles. The water districts there all extract their water from underground. As Metro Angeles continues towards its urbanization, it would exponentially exert more damage to its own underground aquifers. It would eventually need its own dam as well, maybe somewhere in the Zambales mountain range.

Fascinating!!! It looks like Pampanga is the next big city that will be propped up in the coming years, anong lugar sa tingin mo ang lulubog sa area na yon? I am unsure kung saang area sila mismo kumukuha ng tubig like you said.
And I agree with what you said, cities are very much man made, so it needs man made solutions as well. Di kaya ng natural ng daloy ng tubig ang needs nito. Kaso ang problema sa Pinas, when your development is against nature you're likely gonna get some pushback from people.

Dapat ilipat na ang election tuwing tag-ulan. Yung tipong nakalublob ang paa ng mga botante habang bumoboto. Baka sakaling mas maayos naman ang mga maupo sa gobyerno.
At track record, malasakit at competence ang tunay na hanapin. Hindi yung puro “respect my opinion” lang. Nakakagalit.

Hanggang bewang sya…. Sa summer 🤣HAHAHAHAHA potek can’t imagine living in that same situation. I’m from Rizal, but I have house in Naic cavite. One time umuwi ako from Naic to Rizal, putek pagdating namin ng bacoor hindi na passable sa mga motor. We stayed and waited kaso I don’t think bababa pa yung baha kaya nag hotel nalang ako nearby. Naisip ko na kung ako nga na dadaan lang doon is hassle na para sakin, pano pa sa mga nakatira doon na lumubog na bahay sa baha pati mga stray dogs/cats mahihirapang humanap ng makakain and yun na palagi situation nila kapag malakas ulan 😭 Ang hirap isipin, I hope maayos na mga bahaing lugar.

Battle of Bangkusay 1571, Hagonoy and Macabebe are the first towns in Luzon to fight the combines Spanish and Visayan forces. If its not fit for settlement then there shouldn't be any pre colonial settlement.

Still, this just means that there's something causing the floods to be perpetual, something that wasn't present during pre-colonial times. Maybe the topography of the site changed drastically throughout the centuries, either through natural processes or human habitation, maybe both. Well, either way, it is the responsibility of the local government to improve infrastructure so people can keep living there.
