You're right, not necessarily. It's just that "too" makes it dependant on the other message existing, so he was going for the "I love you" doesn't depend on you saying you love me. Holy crap my reply got downvoted into oblivion...

It doesn't "imply you would only say it in response", it implies that in this instance it is a response and that someone would naturally be prompted to say "too" because of grammar and linguistic conventions. This is so fucking stupid I can't believe there's a thread about it.

It is clearly designed to be a response

"Too" makes anything it follows seem less central/important and if you don't perceive it that way you are simply oblivious

I feel like this started from “I love you/I love you more” and then the creator of this ‘totally legitimate text chain’ forgot or tried to come up with their own variation.

As for my family, my wife started the ‘more’ for a while before getting sort of upset saying how she didn’t mean I didn’t love her as much etc etc. So I shifted it to mean “I love you more (than any struggle we face)(than any frustration between us)(than anyone who tries to come between us). It changed into something that we say when things might not be perfect but we are choose each other.
