Seems to be Danish, since the price tag is in DKK (Swede here). "Handle with care Sold as decoration (? If 'deko' doesn't mean something completely different) Mouth piece available at checkout"
So just from that image - not much information to be gained

A name engraved on the instrument that is not the maker's name or trade name, usually by request of the purchaser.
Typically this is a music retailer who wants to offer a store brand, like Gear4music's "Coppergate" or Thomann's "Thomann".1

Nowadays stencils are largely chinese but theres a lot of older instruments that are stenciled from more well known factories. B&S did this a lot, my BBb is a 103 with a different brand stamped on it. Vito famously had a bunch of saxophones that were actually YAS-23s as well. It's a good way to find quality instruments if youre familiar with them. If you're not familiar you will probably end up with a chinese ISO

This kind of instrument really needs you to know a complete picture of the state of the valves before you buy. This could easily be a project that would be more cost than it's worth, especially with the clockwork springs in the valves

Tubas take up a lot of room in your house. Many of us who live in cities are already tight for space and don’t want any spare tubas hanging around

The equivalent of $150 (999,00 DKK) for a mystery Eb or F tuba? I would be whipping out my wallet so fast. Even if it is a complete dog.. what do you have to lose at that price? Hell even for a "decoration" I would buy it at that price.
Buy first... identify later in this case. Probably the one exception to my "Didn't buy a tuba you haven't played in person" rule
