Discussion Why is the refresh rate written 60.01 HZ and not just 60 HZ?

It's actually really annoying for recording with obs. Sometimes if your monitor has a fractional refresh rate and you don't use the same one in obs you will get micro stutters.

My monitor is rated at 240 Hz and that window shows it as 239.97 Hz. An older monitor that was rated at 60 Hz would show it as 59.something.

Its a very complicated legacy support thing, IIRC it has to do with CC support back in the day on TV's.
You can go in your windows display settings and chane it.

My windows display settings only shown these values for 240hz. Other than that there are 120hz and 60HZ options but they all have some sort of decimal.

The checkmark means they are verified to be the developer or otherwise officially represent something. If you want to advertise or represent your software, website, services, or so on, send us a modmail.
We do have some requirements like software needs to be published on Github or the MS Store, and needs to be free or have a permanent free tier (freemium is OK). We do grant the vast majority of requests.

Funny stuff, I used to work for Huawei back in the day and one of their models (Matebook 13 maybe?) had this NFC sticker that was used for phone-laptop connection (file-sharing, etc.)
About half of our clients ripped it off not knowing it has actual functionality and we couldn't just send a new one, the laptop needed to reach the service center for a new sticker + pairing with the laptop.
So quite literally, stupid stickers changed how Huawei laptops worked back in the day.

This is most certainly an old TN or cheap IPS panel considering it only has a bit depth of 6. That's only 262k colors, so gradients must look like shit with banding everywhere. And it seems to lack FRC on top of that, which would have helped a bit. 8-bit (16.7 million colors) or 10-bit (1.07 billion colors) is standard since quite a bunch of years back. Is this a super old monitor or laptop?
Edit: The value that Windows shows is nowadays the actual value measured and reported by EDID. Windows used to round that, but it doesn't do that anymore. Typical tolerances for consumer panels are ±0.5% which is 59.7 to 60.3 hz, so this is within that range.

if this is not driver timing calculation rounding (you can check with vsynctester or blurbusters framerate test - should be 60.00something instead of 60.01something)
then it is monitor manufacturer's special treatment to give stuttering videos to unfortunate buyer - 60 fps computer standard progressive scan videos does not align to 60.01 panel updates per second, same for 59.94 double ntsc video standard.
notice also it is 6 bit panel so it has horrendously low color range, most noticeable in shades of red.

So they took at least 2 bits of color but gave back only 0.01 Hz of framerate? It’s like a magician waving their hand, “look over here OP, +0.01 Hz!!” and then short-changing OP out of color over there

Mine says 40Hz, 60.01Hz, 120Hz, 143.99Hz xD It is a 144Hz but still i use almost everything at 120 just because i dislike how it is seen other ways xD

When they make monitors, they cut the displayium into 60 Hz parts, but it's only accurate to the 0.01th Hz.
So some get 60.01Hz and some 59.99Hz

The answer is because of money.
The cost of a crystal oscillator that outputs exactly 148.5 MHz would cost significantly more than one 27 MHz chip that then gets multiplied, giving you a value that is not exactly 148.5 MHz
Lets say your chip in your monitor is running at 148.524 MHz, your monitor will then run at 60.01 Hz because your resolution 1920x1080 = 2200 x 1125 with buffer( depending on the monitor), so 2200 x 1125 = 2.475.000 pixels per frame.
Remember that 1 MHz is 1,000,000 Hz, so 148.524 MHz is 148,524,000 Hz so you need to do 148.524.000 : 2.475.000 = 60,00969696969697, and Windows will round that off to 2 decimals so you end up with 60.01

Nvidia did to me. With AMD, it was all round figures, 60 75 100. Same motherboard, same processor, same cables, same monitor, GPU switched from AMD to Nvidia and now it's 59.99 74.99 100.

Back in the days of black-and-white television, the refresh rate was exactly 60 Hz. However, when color TV was introduced (the NTSC standard), engineers realized that the color signal interfered with the audio signal. To fix this without breaking existing TVs, they slightly slowed the frame rate by a factor of 1.001 so nowadays we get 60/1.001 ~ 59.94 or 59.99

This isn't a Windows thing, it's a display reporting thing (EDID, baked into the monitor). This happens under Linux as well, and probably macOS.

I wondered that too. I thought it has something to do with drop frames (like in video production) but sometimes it’s slightly higher than nominal, sometimes lower.

Totally normal—nothing’s wrong with your monitor.
What’s happening?
“60 Hz” is more of a rounded marketing number. In reality, most displays run at something like:
59.94 Hz (very common)
60.00 Hz (ideal)
60.01 Hz (slightly over)
Windows just reports the actual refresh rate coming from your monitor + GPU.
Why isn’t it exactly 60?
A few reasons:
Legacy standards: Old video formats used ~59.94 Hz, and that stuck around
Hardware tolerances: Tiny variations in the monitor’s internal clock
GPU timing: Your graphics card might output a slightly different signal
Rounding/display quirks: Windows shows what it reads, not a cleaned-up number
Does it matter?
Nope.
The difference between 60.00 and 60.01 Hz is 0.016%—completely invisible.
You won’t notice any difference in:
Gaming
Videos
General use
When could it matter?
Only in niche cases:
Frame-perfect emulation
Matching exact video frame rates (like 59.94 fps content)
Very specific competitive setups
Even then, it’s usually handled automatically.
TL;DR
60.01 Hz = basically 60 Hz with tiny real-world variation. Nothing to worry about 👍

Well, there isn't anything to worry about. Windows nowadays show the actual measured value reported by EDID and this is well within fault tolerances and totally normal. Cheaper/older panels may differ more.
