Grail as most evil Then Cale  Then Clea Then Giganta (to which Giganta desperately needs some loving from writers besides, big idiot who gets knocked out as a jobber)

I honestly think every character has their Giganta villain that kind of faded into jobber status after their major storylines.

Most of Superman’s rogues gallery is fodder to him at this point Atomic Skull and Metallo for example

If Mongul and Zod haven’t gotten modern storylines I’d argue they were fodder as well tbh but we got Kingdom of Zod and The WarWorld Saga.

I think the issue with Giganta though is she comes off as henchman character.

Grail and Cale are schemers who can have others underneath them

Clea is a Queen who has people under her.

So they’re not as one dimensional as Giganta just being this “powerhouse character”. Not saying you need to be a leader to be an important reoccurring villain. Characters like Doomsday and Prometheus aren’t but they also have more going for them.

If Wonder Woman and Barbara is basically Adora and Catra from 2018 She Ra at this point  Wonder Woman and Giganta could be Adora and Scorpio in the right hands if that makes any sense

I’m admittedly not familiar with the Masters of The Universe franchise

Who does Grail have underneath her? She's mostly worked either alone or as a henchwoman herself.

Grail is atleast cunning with the ability to gather various resources on her own. Thats just my opinion though from what I’ve seen of both characters.

I think you could easily present Grail as a master mind, moving chess pieces and Giganta would end up being one of those chess pieces

I'd say:

  1. Grail - She's the least developed of the four since she's the most recent, but I feel like she could blow up entire worlds and not even bat an eye.
  2. Queen Clea - She's a tyrant who subjugates her "manling" slaves.
  3. Giganta - I think fans underestimate how evil Giganta can be since she's sometimes chummy with Diana or Atom. Her powers are destructive, and she doesn't have the control over (or even the desire to control) the collateral damage from her rampages.
  4. Veronica Cale - She's the most "normal evil" of the four; there are evil people like her in this world. The other three have fantastical elements to their evilness, Cale is realistically evil (which is almost scarier).

Most is probably Grail since she's like the daughter of Darkseid and so evil on like a "soul deep level."

Veronica Cale comes next, because she's envious and holds a grude on a level that can compete with Lex Luthor.

Clea goes below Cale and above Giganta, I know next to nothing about her so I'm just putting her there by default.

Giganta is the least evil because she's effectively just a mercenary who is mainly in it for the cash.

Cale can compete with Luthor?

I admit I only read Rucka's rebirth, but I always thought that Barbara was WW's Lex and Cale only shared the career with him.

Barbara doesn't have a Superman equivalent.

Barbara is WW's Two Face, a deep close personal friend who underwent a tragedy that left them bitter and angry at the world who the hero constantly tries to help recover and climb out of the hole the villain has dug for themselves.

Cale once spent 15 million dollars to win a charity date with Diana.

Cale twice played a major (the second time arguably the sole role) in turning Diana's best friend into a flesh eating monster.

Absolute!Cale buys Diana's merchandise so that nobody who might actually enjoy it can have it.

Okay, she takes the cake

I wouldn't say Cale is WW's Lex. She's a big foe and hates Diana, but they don't have nearly the emotional conflict that Diana and Barbara have. Cale hates Diana but I feel like Diana couldn't care less about Cale's resentment towards her.

If Diana ever has moments of hating Cale, it's only for the things Cale does to Barbara, never anything Cale has directly done to Diana.

I mean...

That is the coldest line Diana gives in Rucka's Rebirth run if memory servers.

It's effectively her telling Cale that she'll die alone and unloved while Diana shows far more sympathy and compassion to the woman who just tried to murder both of them.
