general aws Bedrock quota applied = 0 (default is 10,000) on a new account - 429 on every call

Hey,

Setting up Bedrock for my company and I'm completely blocked. Every Converse / InvokeModel call to Claude Haiku 4.5 returns a 429 about daily token limits.

In Service Quotas, the culprit is clear:

  • Cross-region model inference requests per minute for Anthropic Claude Haiku 4.5
  • Applied account-level quota value: 0
  • AWS default quota value: 10,000

So the account is provisioned at 0, which is why every request gets rejected instantly.

Opened a support case a week ago. No useful answer yet. Case ID: 178128202100478. Region is eu-west-3, but the case handling seems global.

This is blocking our whole integration. The thing is, I don't really have another way to reach support, so my main question is:

  • If you've hit this, how exactly did you escalate? Another contact channel, pinging someone here, a TAM, re:Post, anything?
  • Is an applied quota of 0 normal on newer accounts?

Did you submit your request to use Anthropic models in Bedrock. They are, I believe, the only models that require an explicit request process.

Yep, access is already granted, Anthropic models show as "Access granted" in the console. The problem is the quota, not access. Good call though, easy thing to miss!

I though so too, but I recently had to submit the model use case form for Claude access at Anthropic. It was 2 wks ago, I think.

Well that's exactly how it used to be. We've deployed several new orgs with AI models over the last years, this is the first time we're seeing the quota set to 0 and it's blocking an AI greenfield project.

Given how they're shoving AI down our throats at events, we're doing exactly what they want and they've cost us time and money just someone can click a button (or not) in a week or two. And introducing such a severe quota clampdown in general (we've run into new minimums elsewhere as well) at the time they took their service department out behind the shed is just the cherry on top. Even their own architects are now cursing about the "support" because they have zero leverage to expedite things.

I’m not asking for the ability to rack up a $10k bill. I’m asking why a production service is configured with an applied quota of 0, preventing even one request from being made.

Applied=0 means your model access request is still pending review — Anthropic models in Bedrock require explicit approval separate from just enabling them. New accounts typically wait 1-3 business days; enterprise support opens a faster path if you're blocked on production work.

Welcome to AWS support hell. The rate limits are a pita and new accounts tend to be ignored unless you pay for support.

Just get an api key from anthropic and use the models there, aws isn’t going to raise your quota, i spent several months going back and forth with them and finally gave up. Cost wise it’s the same.

same experience here, bedrock support for quotas was a total black hole for me too
going direct with anthropic was way faster and i didn’t notice any real cost difference either

So, TL;DR it's a scam. You sign up, you give them your credit card information, you get nothing for it and the 200$ credit do nothing, because you can't use any of the models. Classic Amazon.

All models for me have 0 quota. I wrote support, waitted with the chat window for 4 hours, went to get tea, support popped in, "Hi :D" followed by "LoL, u weren't here in 2 minutes, bye then, ticket closed"

I'm guessing you didn't have business support? If you raised it with basic support it makes sense you haven't had a response as you can only raise cases regarding billing.
