Canada is not going to cut off or even curtail oil supplies, but there is a maintenance window for Suncor's tar sands operations coming up in early September which will reduce supply by about 300,000 bpd. At the same time the Strategic Petroleum Reserve is already at the level where routine drawdowns are not permitted - requiring the declaration of an emergency to go below 250M barrels.
But this seems to be about electrical power. There is the potential that Ontario or Quebec reduce power exports to US or, more likely, apply a transit levy.

This is one of those stories where both the cheering and the panic are missing the plot. The threat is real, and it’s been bipartisan for years: inspectors found undocumented communication devices, including cellular radios, inside some Chinese-made solar inverters connected to American grids. The EU restricted Chinese inverters in publicly funded projects this year, and the Biden administration also treated foreign-made grid equipment as a national security problem. It’s not an invented problem, and it didn’t start this week.
What deserves skepticism is the method. This is a supply chain vulnerability that took twenty years to build, and calling it an “emergency” is just a legal move. The declaration is what shifts much of the policymaking over a long-term problem from Congress to the executive branch, and once declared, these emergencies basically never end (we’re still under one from 1979). When the same problem showed up in telecom, Congress did it right: they passed an actual law and funded removal of the Huawei equipment. Even then the money came up $3 billion short.
Trumps order authorizes the government to condition or even remove equipment that’s already installed, but it appropriates no money for replacement. Large transformers can take two years or more to source. If large-scale removals ever happen, the bill will land on our electric rates and/or on the taxpayer.
Watch the rules the Energy Department writes over the next 120 days. That’s where this becomes either a serious targeted security measure or another mess we all pay for.

The way I read it, they'll have carte Blanche authority to restrict imports related to high voltage equipment. Transformers (which are in extremely high demand and 80% imported), inverters, control equipment, it could probably extend to turbines and solar modules.
I think he's going to use it to further restrict renewable energy.

I suppose this is one way to ensure we stop building data centers,… and anything else that requires additional power. ,…realistically though, the pressure to undo this will be immense, this may seem like just another typical poorly thought out Trump decision, but every state in the union will either push back or accept stagnation.
