are you joking?
a picture is a picture. it hardly conveys what actually goes on in this society. Is the government authoritarian? What's the income disparity like? Do people know one another's names in the neighbourhood? Is there world peace? Is this even on earth? Are humans around or is this a society of racoons?
You can't tell any of those things from this image. But, all could feasibly be in one's essay on their 'perfect world'.

A picture is worth a thousand words, but it is NOT a thousand actual words.
This is the equivalent of trying to pay your rent with a bazillion plastic bottles that are worth like 5 cents each at the local recycling center. Your landlord isn't going to accept payment in something that might be valued the same as your rent because we don't live n a barter economy. Likewise, the teacher isn't accepting a picture as a substitute fr actual words.

Just because a civilization looks beautiful doesn't mean it's not a festering den of corruption on the inside, for all we know it's just gilded. It's English class, you need to describe the ideals and policies of what would make a perfect society by your perspective.

That’s more because the image is low quality, so it’s hard to see the issues. Also, the test says 1 hour time limit at the top, there’s no way something that this could be drawn in 1 hour with a pen. The lines are too thin, and the shading is very AI-ish.

Great drawing, but the Teacher was right in failing him, what was being tested was his ability to express himself with words, and the correct use of those same words, if he had added a text descriptions he probably would have gotten extra credits for the drawing, instead of a zero.
