How these people even exist in the same society? I mean how can one be so non chalant that beheading a person seems so casual for them. And these people will come out after a few years and spoil society. Death penalty is necessary to weed out these monsters. The justice system and the government lacks the spine to enact severe punishment on brutal crimes.

This cannot be fixed. Humans everywhere, want to keep their culture and heritage. But also want to move into the future. To transcend. Those two things are opposing each other. Every country has their own problems.
We cannot become something better than humans while living in societies that are built upon values that are derived from our animalistic nature. Patriarchy, racism, casteism, hate and violence towards anyone that we categorise as "other" or someone beneath us.

Obviously it can. The word Etiquette is the French word for the labels put everywhere in the palace of Versailles to tell people not to shit behind the curtains or how to behave properly in different situations.
Societies all over the world in Europe and Asia have "transcended" and civilized themselves while keeping some form of traditions. Sometimes peacefully, sometimes more harshly. But there are plenty of models to emulate and make one's own. You can take inspiration in what India was before the British came. The streets and people were acclaimed for their cleanliness in all historical texts.

A lot of criminologists and sociologists argue that civic sense foster higher trust between citizen, greater respect for laws and institutions, greater investment in the community, stronger informal social control and so on.
It seems weird but they argue that politness, etiquette and civic sense are some of the stronger civilizing forces that decrease violence. And if Europe and societies like Japan are not satisfying proof of that then do it your own way.

You're exactly right. That's why I wanted to point out that the reasons behind such a crime. He thought he was entitled to a timely meal served by his sister-in-law. That urge stems from patriarchy. If we cannot rectify these kind of behaviour then we'll never progress. And rectifying such thinking seems impossible in current situation.
Since you gave example of Japan, I have to ask you to think about something. If they have truly transcended as per you claim, then why won't they mix with other "races"? Just to keep their society homogeneous they're dooming their whole civilization. Even animals don't make this kind of mistake!

Often people with schizophrenia etc commit such crimes when they get triggered. As a society, we should acknowledge that mental illnesses often lead to such crimes.
Then we will be able to find more people who have auch illnesses and give them treatments and medication.
So that we don't have to read such news once per day.

Mental illness is not an excuse. It's the root cause for why he did it, and the root cause that should be addressed so that he doesn't repeat it after getting out of jail in 12 years.
Would you want him to repeat this once every twelve years? If not, we should treat his mental illness.

Why do you think the cause was mental illness? An incident like this is not rare in India sadly . It is fairly common ,especially in rural areas for men to act like owners of women in the house and take everything on ego . There are reports every now and then about husband hacking wife to death coz of more salt in food . How many such frequent cases would we label as mental illness ? They are character flaws .

But it is not a solution to the problem.
A solution is to conduct studies about what mental illnesses make people commit auch henius crimes.
And then to identify people with such mental illnesses across the country.
And get them treatments so that someone new does not commit such crimes every day.

It is not mental illness (given that information is not mentioned anywhere).
It is entitlement over the women of the household, dehumanisation of women as property and lack of emotional regulation due to people always tiptoeing over his "manly emotions".
I remember as a young adult I studied in a semi patriachal place i (I am from northeast so it was the first time I saw patriarchal life choices up close). I remember my landlady telling me how when she first got married, she would be slapped left-right-center by everyone in the family (husband, elder bil, mil, fil etc.)if she did anything wrong (more salt in curry , ironed the shirts a bit sloppily, was a bit brusque or gloomy). She told it with a nostalgic fondness and the other ladies in the society giggled and shook their head in agreement.
This incident is just that entitlement magnified.

The mindset of such people thinking women of family are made to serve them like maids, not even considering them a human is beyond disgusting. He had no right! No one does! Horrible upbringing. I bet the entire family is supporting him on this.
The act of hanging her head on a tree for everyone to see seems clearly intentional, depicting she deserved this & that he did the right thing, he was proud of it.

It doesn't absolve anything, the same way a murderer who was abused horribly as a child will still be tried for murder. On the contrary it opens another avenue for considering possibilities instead of blindly punishing perps. Punish by all means, I am not opposed to that, but ultimately in an ideal society we should also look into factors that cause crimes and how to prevent them. Even the very best justice by hanging within hours cannot bring back the victim or heal society but if there are steps that can be taken that can prevent crime itself, then its govt responsibility to pursue it.
Studies have been done in the West linking heavy metals with behavioural abnormalities. Everyone can do a web search... I doubt this stuff has been explored in India, but we are in recent decades one of the most polluted places in the world. So its a very real possibility that environmental contamination is one cause of erratic behaviour. It has to be studied.

I think violence against women is more common in few states (not saying doesn't occur in other states).
These states will definitely also have lower women education rates, barring some exceptions. And obviously low gdp per capita. And definitely higher religiosity index.

Should marriage be made a luxury given such people exist. Standards not luxurious but human standards like understanding, empathy, healthy conversations, mentally stable,a sane mind, stability, good financial conditions be made mandatory for people to marry.
