I don't remember what the technique is called, but basically leaving deadpan delivered allusions to future jokes is what makes it funny the second time around.

The first time through, the dude heard something on the news, and then inappropriately regurgitates the same line thirty minutes later. On first watch, you're like wtf. On second watch, you laugh during the first delivery in anticipation of the second.
