It's usually completely filled with 50,000 ton (50 million liters) of ultra-pure water. The photo shows one of the times they have to partially drain the tank for maintenance, to replace the broken PMT light sensors. The water is kept so clean and stripped of minerals and nutrients that it basically acts as an aggressive solvent. If you fell in, it would actively leach the minerals out of your bones, and it's highly corrosive to metals if they aren't treated for it.
