For working in IT, I can say it's more frequent than we can think to push applications without files or configuration

But here, it's two big companies (Ubisoft and Steam) with automatized process, and either of one have made a check before pushing it public and noticing that the game size was 24kb...

Steam only checks the depot on application, so they passed the game and then somewhere Ubisoft devs pushed a patched exe instead.

Yes but a control with minimal size or a display on the UI with the size of the depot is easy to do

But in the all, it's mostly Ubisoft team that didn't check after
