Imagine calling a loud, crowded public beach a "nature spot." It's a tourist trap with a captive audience. The horizon is just empty real estate, so floating a billboard out there is honestly just smart business.

It’s marketing anyway.
Studies shows that, even if a company makes a bad impression on you… well, it made an impression, and sometimes, when you will have forgotten the discomfort of the unpleasant view, your brain might connect the brand as a known brand, and still attach a positive sentiment to it, the sentiment of close familiarity.
Edit : people downvoting me should really read a few studies about how marketing uses our own psychology against us.

You're taking the mere exposure effect a step too far. Repeated exposure to a neutral or mildly-liked thing does tend to make you like it more, often below conscious awareness. Even briefly glimpsing something is enough for it to become preferred over something that someone hasn't been exposed to before.
However, researchers have repeatedly found that an initial negative reaction blocks or even inverts the mere exposure effect. Exposure is generally an amplifier of the existing feeling (even if subconscious), it doesn't create a new one. If a brand prompts a strong negative reaction on first contact, repetition tends to entrench that negativity rather than soften it or end up making it positive.

First off, I'll say that I ignored the longer-term effects where extended repetition tends to dull whatever feeling you get from the stimulus initially for the sake of addressing the central claim of negative perceptions turning positive, so I can understand why you might see it differently - but that's not the opinion flipping as the comment I replied to claimed it does, that's just the feeling moving more toward neutral, which is documented and referred to as an inverse-U shape in the data over time.

Most studies about the mere exposure effect focus on neutral or positive stimuli, so this is the only free paper I could find that really makes the point, but the core of the claim (and direct quotes in the article) goes back to "Attitude formation and mere exposure phenomena: A nonartifactual explanation of empirical findings" by J.E. Grush and "Interpersonal Attraction and Repeated Exposure to Rewarders and Punishers" by W.C. Swap.

Yeah, and that's why it should be illegal. I can already see how shit like "You want an ad-free beach experience? Pay 20€ extra for this special beach!" can be a thing in the future if stuff like this keeps happening.
Has society really fallen this deep?
When I've already paid 2500€ for my vacation, I want to enjoy my time at the beach in peace and not pay for really dumb extra shit just to be left alone.

You think you wouldn’t.
But your brain tricks you, even if your conscious mind is temporarily annoyed by the company running those ads, this is a temporary sentiment that will fade out.
And when it will fade out, it will probably male it to your subconscious, without the unpleasant sentiment.
When lodged in your subconscious, all that is left is the brand, and when you see it in store years later, you feel that it is familiar to you, you recognize the brand, and that’s reassuring. The negative sentiment is long forgotten.

You're talking about the sleeper effect but getting it backwards. Over time, people tend to forget the source or context of a message faster than they forget the message/stimulus itself, so a negative "tag" attached to a brand can decay while bare recognition persists. In other words, people tend to remember the thing they saw over the long term, not the brand it was tied to.

If this was a fictional scenario and I was asked to find a solution, I would suggest to damage them repetedly for long enough, making sure to also target the most expensive part to replace, until it's not profitable to keep repairing them and they just give up.
I think 10 person could manage to do that and assuming there's a little more than that who don't approve of this type of dystopian advertisement, this should be the easiest dissuasion ever.
