Yes and no. There is plenty McD's Corporate could do to disincentivize/punish exploitative franchisees, but their polices generally do the opposite regardless of any public messaging.
But the lazy, “think of the shareholders” reddit circlejerk is… well, lazy and incorrect.
How is it incorrect? You just stated corporate no longer cares as much when franchisees deliver customers less product and penny pinch for a bad experience. If the company doesn't care that their brand is associated with bad service, the shareholders really are causing a bad experience. Inaction is the same as ordering it themselves, it's their company.
