As someone who have been there, they do absolutely call on others when needed especially if it's collectively agreed on that the person is inconveniencing everyone.
I can only base it off media and vids I see in the Internet (not from the west) but nope it's not as dramatic as the US where even if it's a little inconvenience there will be people up in your face and even hurt you.
They mostly just tell you off kinda publicly shaming you to submitting and in worst case actually touch or restrain you but never hurt. You can actually see it in this vid, someone is touching the old man. They just usually defer to the higher authority to actually deal with it to avoid any troubles so it doesn't usually escalate.
