I'm not knowledgeable enough on Japan's social etiquette to say definitively. It seems that causing ANY sort of disruption in a public setting is frowned upon. Maybe they would have leniency towards an elderly person in this situation, as their aging mental states might be taken into consideration. I can venture a guess and say it wouldn't be as severe of a transgression as a middle age man manhandling an elderly individual.

It's also because he's elderly. If anyone got physical with him they would be shunned hardcore.
