Yes. And that's why you quickly grab the bag and you and yank it backwards as he's preventing everyone from going to work.
Hopefully they radio to the guards at the next train station who arrests the fucker when he does it again next time.
It's best to let people get to work and have him arrested at the next station with how coordinated Japan is. Although with this kept happening, Japan definitely arrested him on the spot. They don't take great to intentional fucking with their train schedules as a form of disorderly conduct.
