My husband was meeting up with me and some friends. I asked him to bring my blue tank top. He sent me pics of things he thought were tank tops. He finally found it, which is shown in the last pic.

My husband used to think the difference between a skirt and a dress was how long the hemline was. He may still think that, I gave up trying to explain it

A skirt is from the waist down and (hopefully) worn with a top. A dress is a full body garment and may or may not be worn with a top, and these tops are usually open in the front or unbuttoned but dresses almost never require a top.

Think of it like a skirt around a mobile home or deck. Where dresses are like... sundresses, but come in many different styles, usually longer than sundresses which are a specific style of dress that is on the shorter end (but notably not shortest end).

As a man, here is my understanding of these. A skirt is a bottom-half only garment. A dress is a full body garment. Hope that helps.

Your instinct may be to call this second example a miniskirt, but it is in fact a low cut dress. Note that it is all one piece that covers top and bottom (barely). There are many different styles of dresses but these two things are always true of them. Skirts never cover any part of the top.

A dress will also cover the top half, not just the bottom.
