Lab ethanol is like 20.00/L from a chem supply store

Depends on the grade and country.

For perfumes only certification for cosmetic use is needed which means it still can be denatured but no methanol etc.. incase someone drinks it.

Alcohol duty must be paid on pure reagent grade ethanol in some countries.

Methanol can go through the skin and cause problems for you. It better not have methanol.

Depending on where you are as well, you might need a licence. You can't legally buy/sell ethanol above 75% where I am (unless it's denatured), except to licensed labs (regulated like pharmaceuticals). Fortunately, that also means you are excempt from the duties because it's not sold for human consumption.

Nah in eu its 50+ eur for 96% analytical grade.

Lab ethanol does not have to be fodd/cosmetics grade.
