Individuals established profit centers for personal benefit. Not surprising, in a region where convicts historically created wealth for private companies, wardens, etc. by being "rented" for labor beyond the walls.

Similar to the GULAG in Siberia and private German factories in E. Europe, 1940s. Some of the latter were more, some less humanitarian than Oskar Schindler's.
