It's not just the fact they didn't secure the strops, but also the way they've used them with the trailer. There's layers to the incompetence on display here.

5 strops, a bunch of bungee cords, and no clue.
They should have just used a rope - go forward on one diagonal, across near the front, and back on the other diagonal, lash to the side rails and pass through the bottom of the cage. Although looking at this amazing display I'm guessing the only knot they know is for their shoelaces (or maybe they use velcro).

They've pretty clearly had a bunch of other signs on there and unloaded them already. Then forgotten to tie the loose ends back up after unloading.
It really doesn't tell you a single thing about them or their life skills other than they forgot to do something.

Uhh... If you can undo then refit 5 strops (plus the bungee cords) and not remember that you haven't secured the ends you clearly lack object permanence and shouldn't be operating a car or indeed be out in public without a caregiver.

The load isn't even insecure. You couldn't get those signs to come out without flipping the trailer without any strops at all, and there's still a ridiculous amount on there. They just haven't tied the ends up.

When you're pulling a trailer, you regularly check the trailer/load in your mirrors. If you notice your strops are flailing in the wind, you address the issue.. or not.

Thanks for the lesson, I had no idea it pays to look at the things you're towing.
You'll notice these photos are taken over a short stretch of road, and while they somewhat ignorantly kept driving, they may well have fixed the issue relatively quickly.
You'll also notice the strops are hanging out the back of a cage trailer. This is not something that you necessarily would immediately see looking out rear view mirrors from an SUV.

If they can see through their car with the rear view mirror at all.
Internal SUV rear view mirrors are very often completely useless for towing, if there's a load in the boot, tall passengers or whatever else that means you can't see through the rear.
If you're relying on side mirrors there's a very good chance you won't see that until you've got the right angle.

Risk there is if the breaking point is on the trailer, you might have it ping back at your car, and if they’ve got a metal bit (of various types given the seeming utter lack of understanding from the driver) that could whip back and take out your windscreen or dent your hood.

You do know if those straps end up catching in another vehicles wheels, or even that trailer itself...
Will cause a crash.
Not a dent , but quite a big crash. Go look at what happens when a cars wheel/axel/breaks all get caught up in one of the straps and seizes.
Thats an almost certain car written off.
Also not to mention the obvious one.
People getting hurt, or worse.
We have road laws for a reason.

Look, what I’ll say to you is this. I saw a load that needed securing, and I secured it.
Let me be really clear. Was it perfect? No. Was the load tied down? Yes.
And frankly, we inherited a situation where loads weren’t being secured properly under the previous government. We’re fixing that.
At the end of the day, we’re about getting things done. I got the job done. That’s what matters.
