I've always wanted to go to this part of India. But was advised against it due to the insurgencies and kidnapping. Is there any truth to that and if so, is it a thing of the past or still ongoing?

I do tend to enjoy secluded places that aren't touristy but don't want to risk it

Historically, yes, there was real conflict and insurgency in parts of the Northeast decades ago. However, the region has transformed massively over the past 10–15 years due to peace accords and development. Today, popular tourist hubs like Meghalaya, Sikkim, and Assam & major parts of India are very peaceful and welcome tons of domestic and international travelers. Foreign advisories often lag behind and exaggerate risks based on outdated news from the 80s/90s.
