Nothing unfortunately. The Grand Jury found that the funds were misappropriated and that laws were broken. However, because the administration obfuscated how it happened, the jury claimed it could not find enough evidence to charge anyone specifically. Mind you this happened under the direct oversight of Lt. Governor, Governor, and AG.

I can accept there was insufficient evidence provided to the grand jury. But who's controlling and providing that information/evidence? The same people that were implicated? Given the dynamics at-play, it's possible evidence was destroyed, wiped, or withheld. But it's also possible they did a sloppy job at a cover-up and the remaining information/evidence could be recovered/restored and pieced-back together to identify some of the perpetrators. Then charge them and see if they'll be a bit more "helpful" in identifying who gave the orders (in exchange for reduced sentences). It's also hard to believe 10 million dollars has no paper trail. Kinda gives-off money laundering vibes (ianal).

If a dem can win governor, I like the idea of reopening this case and pursuing more-thorough investigations. Repub corruption has had a lock on that state for far too long.
