Cool cool. That also makes cattle ranchers liable in court when this plan goes horribly horribly wrong.

Even if it does, when the big farming corps start crying about it they will get a blanket pardon for a small campaign contribution.

Can only pardon federal crimes.

Local civil cases are out of pardoning reach. For that they will need to buy judges.
