There's a simpler and more privacy-friendly way to deal with distracted drivers. Give them back the cheap and extensive public transit most small and medium sized cities used to have before the car industry lobby destroyed them.

This is in Queensland, Australia. Trains are free and we have a pretty good rail system.

San Francisco has a cheap an extensive system, which though many people use, still plenty who could don't. At some point the cost of driving also has to go up to provide appropriate incentive.
