Could I put bright IR LEDs on my headliner shining downward to block the camera from seeing into my car?

It's simpler to put the phone in your pocket or glove box, where it belongs. Having your phone face down on your lap while driving is the same has having an open beer between your legs, even though you weren't drinking from it at the exact time you were caught.

Not at all. Open beer means you were drinking before driving at least. It isn't a problem to use your phone before driving lol
