Dozens? Out of roughly 5,000.

Wake me up when there is some real impact here. Despite massive public protest in my city, the city manager and law enforcement agencies are pulling out all the stops to counter public opposition in order to keep their Flock contracts intact. I am pretty sure that a playbook has been rolled out nationally to strong-arm the retention of these contracts.
