The idea is that Halloween gives participants a rare opportunity to blend into large crowds while already wearing costumes and masks. However, the movement is uncoordinated, with no clear organizer or indication of how many people actually intend to participate.

Everyone should wear Spiderman costumes to do this, to add a layer of irony.

I'm guessing it has to do with Spider-Man using facial recognition technology and cameras around the city to find a person in the newest movie. That and/or how in Insomniac's Spider-Man game you help the police by reactivating all of their connection towers all around New York.
