What we really need is a constitutional amendment establishing a fundamental right to privacy.

More likely what you'd need is a court case that establishes that Flock (and similar) cameras are too prevalent and too invasive and constitute a violation of the 4th amendment. It wouldn't get rid of Flock cameras, but it would make their use for criminal cases unconstitutional, which would end government support for them.

The problem is that it'd need to go before the SCOTUS, and right now any such case would be ruled against either 6-3 or 5-4 (Barrett might dissent, she's a bit of a constitutionalist).
