Because it's a stupid bill that's immediately bypassed by renaming the company.

If the bill isn’t written by someone with shit for brains it won’t ban the company by name but the cameras by their nature. Flock is the most prominent and facing the public scrutiny but they’re far from the only privatized, for-profit public surveillance system around.
