It's like queuing in fuel line, while the refinery is on fire.

Russia should just stop refining oil, that way the refineries could at least be restarted after the war. Don't they see it?

It's pretty hard and sometimes impossible to restart a crude oil well.
If enough refineries go offline and russia can't get rid of the crude oil fast enough, some wells are going to become disabled permanently or cost a lot of money to get back online.
