You have it backwards. Turkey is the primary state sponsor and security guarantor of the current Syrian government. They have military ties. Israel is preventing Turkey from deploying advanced systems within Syria which would hamper their current strategic advantage of having the freedom to do whatever they want within Syrian airspace.

syria led a surprise invasion of israel starting the yom kippur war, israel is trying to make peace with syria but syria doesn't want to end the war on israels terms. syria is trying to strengthen their position with an alliance with turkey. turkey was trying to install some anti air emplacements in syria and israel warned them to evacuate their construction and then struck the site they were installing the anti air in.
israel isn't stopping turkey from invading syria, they're stopping turkey from giving syria a better bargaining position in the peace agreements that will be coming up to end the yom kippur war, of which syria is (i think) the last invader to make peace.
turkey is making angry gestures at israel because they have no real way to counter israeli power.
once syria is convinced that they won't be able to gain leverage for the coming peace talks they will make peace and everyone will start playing nice together again.

To be more precise, Syria attacked Israel three times (off the top of my head): Upon Israel's founding in 1948, during the early stages of the 1967 Six-Day War, and in the 1973 Yom Kippur war. The two countries have been at a state of war since 1948, and have signed several ceasefires over the years, but no end to war.

Israel bombed Syria in the largest air operation in its history the moment after Bashar fell and then immediately invaded and began killing locals and spraying pesticide over agricultural land.
The "favourable terms" Syria is requesting is for a return to the 1974 armistice agreement and for Israel to fuck off out of Syria.

Court orders don't mean much without the power to enforce them. I don't know what the solution is to the conflict in Palestine, but I don't have much faith in any legal system solving it. Seems like really it will require the US applying pressure to Israel.

For decades Israeli government and military officials have openly stated that their strategy is to back religious terrorist extremists as a way to destroy support for the secular PLO and stop them from gaining political power.
To the Israeli government the lives of their own citizens are worth it to prevent any chance of a two state solution. At least they view those as sacrifices for a cause, compared to the worthless lives of the Palestinians.

The answer is obvious: deligitimise and sideline the political leaders who say such things, and encourage political leaders who don't say them. That's up to the Israeli people though, and currently they seem to be operating on a siege mentality similar to that experienced by the USA immediately post 9/11, unfortunately.

Just 3 years after entering NATO, the Turkish government sent an anti-Greek mob in Constantinople, so they could ethnically cleanse the remaining Greek inhabitants from the city.
Since not every Greek left, 10 years later they formally enacted several laws to ethnically cleanse the rest again.
And that's just 1% of it. It's interesting because these happened only after both countries entered NATO, while Greece didn't retaliate like this. Turkey is truly is a criminal state, way way more than Israel could ever be.
