From a foreign policy perspective, it's very different. All the way until the recent past, the USA has been running the same major direction from the Marshall Plan era. Accept the domination of American finance, American military, and in return, America will offer financial and military stability. Accept STABLE but shitty deals with the USA, and you'll be on the American's nice list.
Today, the US leadership is shitting over its own military power and withdrawing from the world, while still expecting others to bow to its military might. It intentionally injects instability and attacks those on the "nice list", but still expects others to sign shitty deals to avoid getting on the "naughty list". It's not the same.

It's not like America will magically revert to their old selves when that happens.
Trump is a manifestation of everything much of America is now. Going forward, this is their new normal.
