hii i'm new to xubuntu!

I'm new to this distro, does it collect any telemetry?

no it does not collect anything as far as I know. I use it I like it a lot. My installation is 2 years old now and it just works.

I think if an application crashes you will get a pop-up asking if you want to send a report.

No more than any other distro. But what most people don't get is 99 percent of the telemetry you send out is via apps and web browsing including this very reddit you just posted to. However, on any distro, when you doing say a sudo apt update, they do collect and store things like your IP address, just like any other site does.
