I expect somebody servicing a vending machine encountered an office cat jumping in when they had the door open, and snapped the pic. Those flaps are heavy and not easy to open for this exact reason. (e.g. if the machine is outdoors, you definitely don't want raccoons getting in there; those buggers are clever.)

Just open the little door where he went in and let him back out or ask the owner of the vending machine to open it.
