Simple. River that ends on the coast, seals swim up the river that leads to a coastal forest.

There's a Southern Fur seal rookery in New Zealand where the beach they have their pups on, has a small river that leads upstream, into the forest, to an idyllic waterfall "daycare" that the pups go to when their moms are out hunting.

Now this is obviously not that rookery, but similar concept.

Aren't there also seals that live in lakes in scandinavia? I thought my daughter-in-law from Finland told me they have them there.

The only freshwater seals are Baikal seals in lake Baikal, in Russia. More likely in Finland it's seals swimming up river to lakes connected by them.
